RESUMO

Considering the States remarkable importance for Brazilian society and the acknowledgement that it hasnt being working well, the need to think about alternatives to overcome this challenge arises. How can civil society have more control over a State that administrates nearly 40% of our economy? The aim of this paper is to make an account of some important tools that would guarantee, possibly, a new kind of relationship between civil society and the State in Brazil. Although we live in an institutional framework where representative democracy predominates, certain elements of participative democracy can emerge. This research is a reflexion about the use of popular participation mechanisms implemented in a recent period and within municipal scope. Among them, the participatory budget has a privileged role
