RESUMO

The purpose of this Thesis is to contribute to the formulation of a new way to cope with the most important regional problem in Brazil, the Northeast case. Recently, the official agency (Sudene) created to deal with th e problem was extinguished by the Federal Government and another agency has been built to promote the Northeast development. The regional problem is defined in this work as the wide development inequalities observed among the Brazilian regions. These inequalities still persist, despite more than forty years of regional policies. So a new intervention is necessary and this work try to build one. Economic theory, in special institutional economics and the fundamentals of complexity economics is used to analyze the problem and to propose a new institutional arrangement for the agency
