RESUMO

In modern concepts of States interaction as well as regarding its international public practice, it is essential to foresee methods for establishing legal security parameters. The importance of self-executing force of treaties is evident in domestic legal systems because its adherence and effectiveness will result in a countryâs growing prestige, hereby defined as increased international participation. Not excluding any States, such as the United States due to its hegemonic posture and economic and military power which act unilaterally in several international issues, the full compliance of several actors ought to observe and to abide the realm of international law. In the political sphere, it is seen nowadays the arbitrary unilateralist position of the United States, contrasting with the US increased compliance to international trade norms under the auspices of the World Trade Organization (WTO) which its controversies settlement system do not necessarily reflect victorious claims of the âimperial powerâ. As such, it is stressed hereby the utter importance of making the treaties as fundamental sources of international law by the process of internalizing them into the domestic legal system. Not solely within the formal aspects, but also in Statesâ legal awareness and political culture, legal norms if not observed will deprive its innermost effective characteristics and real consequences on peoples lives. This masters dissertation has the objective of portraying and illustrating the importance of cultural formation and change as a result of TV JustiÃa broadcasting programs regarding the social impacts of internalization of treaties. Brazilian Federal Supreme Court (STF) public broadcasting television called âTV JustiÃaâ was created in the context of a consolidated democracy through a project of Law approved by the National Congress and signed by the Presidency. It was conceived as a means to provide greater access to due process of law not solely for the legal community, but for the population as a whole. Regarding public awareness of treaties, several TV programs, including news reporting and several Courtâs formal sessions broadcasting, aimed at greater public awareness. One of its major challenges was to overcome the Courtâs jargon and technicalities both at the domestic and the international levels and academia. However, these programs sought not to deturpate the true meaning of the formal Law thus jeopardizing its socially-biding legal reality. This dissertation sheds a light on the need for further activities utilizing public television network protrayed herein as a means to optimize some partially achieved results
