RESUMO

From the content of the articles published in the periodical EducaÃÃo e Sociedade, the present study investigated as they are treated relations between the institution of the Municipal systems of education and the process of democratization of brazilian education. We analyze how the question raised is being treated and understood by specific literature, taking as cuttings temporal of our study the material peddled in EducaÃÃo e Sociedade in the period 1988 to 2008, including, therefore, the contributions published from the year in which the new effective federative pact brazilian until the actual moment. We believe, also, in this course, the different conceptions of democratization of education conjunctures own of which included the coalitions policies alternate in power in federal level. Thus, our study is returned to the way in which the authors of the periodic come since the issues that cross relations between Municipal System of education and democratization of education. In accordance with the result of our analysis, the approaches more recurrent return-to issues such as the processes of decentralization and municipalization of the basic education, the reform of the State, democratic management and financing of education. Also proved determinants, in the relationship between this institution and the democratization of education, the assumptions political, ideological and even epistemology of alternate political groups in power
