RESUMO

Doctorate Thesis with the objective to verify the process of decentralization of the public administration of the tourism in the State of Santa Catarina, 2003 - 2007, its main difficulties and strong points, beyond the continuity of the actions during the electoral period. The process of data collection for this study occurred in three distinct phases: (1) observation of the decentralization process by means of participation in the tourism planning elaboration in the State, (2) application of data collection instruments (half-structuralized research and questionnaire), (3) documentary and bibliographical research. Bottom line is that the decentralization process is beneficial to the management of the tourism, however it demands adequacies and time for its total implementation.
