RESUMO

The actual globalized scenery, where the offer of various information technology services is an independent and usual practice, allows organizations to focus in activities which are considered as essential, delegating to third parties the accomplishment of activities considered as support. The outsourcing process has become a challenge for the organizations, specially due to the search and identification of activities that better adapt to this management platform. This dissertation handles exactly that challenge: the reality which executives must deal in organizations that use outsourcing models for its activities, particularly when there is a nonselective outsourcing process. It is presented a case study in the segment of natural gas distribution in Brazil, in which businesses are being transformed by new challenges, such as new competitors, market consolidation, costs reduction and new revenue sources creation. In the present research, executives from Pernambuco Gas Company were interviewed, as part of an effort to find impacts of IT non-selective outsourcing in that organization. The work objectives were to identify the impacts caused by non-selective IT outsourcing in companies environments which actuate under regulation, comercializing utilities and how to manage them. Based on the concepts from both organizational theory and information technology and using case study method, incursions were done in the study environment. The research results were analysed, detecting the case study reality and identifying impact patterns considered as more significant. Based on this analysis, the work presents conclusions regarding IT selective outsourcing processes in organizations
