RESUMO

This study was designed to analyze the valorization teachership public policy in the city of Panelas, State of Pernambuco in Brazil, from 1997 to 2002, as well as its consequences to the local teacher ship career and salary plan. For this propose a critical analysis was done on the local teacher ship valorization conceptions comparing with those established by the federal government programs and by the National Association for the Education Professional Formation (ANFOPE). The theoretical basis was focused on the decentralization/municipalization, education management and teachership valorization studies. The documental analyses, questionnaire application and interviews were the basic procedures used. The content data analyses were done from Bardinâs point of view. This research showed a good approximation between the teacher ship valorization public policy in the city of Panela and the federal government recommendations, however, without loosing local power, adopting a centralized making decision model and guided by modern management tools. The basic conceptions of the local teacher ship valorization policy established in the teacher ship career plan are focused on the control of the teacher productivity
