A saÃde docente no contexto da polÃtica de valorizaÃÃo do magistÃrio: o caso do municÃpio do Recife

RESUMO

The present research aimed to analyze actions taken by the Education Secretary of the city of Recife in relation to the care taken upon the health of its teachers, in the context of a policy for valorizing teaching activities, as well as to identify and analyze some characteristics of the teaching labor in the municipal educational network. Our main focus is the âRecifeâs City Civil Servants Attention Programâ which has been implemented by the Civil Servantâs Attention Board, GAS. The research, standing upon a qualitative basis, develops documental analysis as well as interviews with 18 subjects and from this total, survey questionnaire with 10 teachers of the municipal network, being five teachers readapted in their functions and five in full exercise of their teaching activities. We also interviewed three psychologists, one pedagogue and two phono-audiologists responsible for the Programâs implementation, and also three members of the main board of SIMPERE (Municipal Syndicate for Professionals of the Educational Network of Recife). Data analysis, associated to relevant bibliographical research for this subject, has allowed us to identify, among other things, that the teachersâ sickening is a situation strongly present in the municipal education network, in the same way as has been detected by studies performed in other places. This sickening has contributed in an important manner to making labor conditions precarious as it is perceived by this professional category, starting mainly in the 90âs, when changes in Brazilian educational policy under neoliberal standards have been pursued. In relation to the Municipal Health Attention Policy, we observed that it is a policy common to all civil servants and altough in some aspects contemplates specific programmes and projects towards teachers, it cannot be linked to the the policiy of valorizing teaching. Altough contemplating curative and preventive actions, it is used in the former condition and in the perception of its final users, it is considered mainly in its bureaucratic dimension, in the sense that it helps in the resolution of functional questions, for example, medical licenses ways of channels and function readaption. We obeserved also that the Syndicate of Educational Workers ponders in its agenda demands to improve work conditions as a mean of handling sickening, being attentive to this question. In general, we observed that the set of actions and dimensions of the Policy is little known on behalf of teachers and that many discontinuities are present in these actions. Even being well evaluated by its users, these actions have been showing theirselves insufficient in order to prevent teacherâs sickening, and its grave consequences for public education, which demands for more effective measures in the teaching valorization policy, among the many measures needed towards an overall teaching quality improvement
