RESUMO

Currently, project managers are constantly looking for ways to deliver high-quality products as soon as possible. In order to perform their activities, such managers are often faced with conflicting situations, which involve issues of medium and high risk, whose decisions, if not properly taken, it may delay the schedule of the project, leading it often to fail. As it has been a routine, it is assumed that the taking of a decision is something totally understood and known. However, it is not what happens. What is observed is an absence, in practice, of a formal process to support decision making in software projects, to make it a structured activity, related to the resolution of nonstructured problems. Thus, in order to fill this space in the context of software projects, this dissertation proposes the Decisius, a formal process of decision support, which makes use of the Decision Conferencing, Multiple Criteria Decision Aiding Approach, SODA (Strategic Options Development and Analysis) and MACBETH (Measuring Attractiveness by a Categorical Based Evaluation Technique). In order to implement the Decisius in practice, it was found that, within the Software Engineering, productivity is determined by the interaction of many factors, so none factor in particular is capable of ensuring high productivity of a software project. Nevertheless, productivity is measured on a single way by the division between the quantities produced by the effort required. Therefore, it is necessary a way of measuring the real productivity of a software project, taking into consideration the factors that influence the increase or decrease of it through a multicriteria approach. Thus, the proposed process was used to support the decision on the definition of a model that enable the generation of an index of productivity that incorporates the factors that influence the development of a software project
