RESUMO

Attaining a higher quality level on products manufacturing and services, is the main purpose of most software development business companies. In productive technological clusters, such as Porto Digital, the organizational business management by the use of efficient practices has been offering these companies rewards on cost reduction and timeline commitments on software development project management. However, these rewards are not always enough to motivate software development business companies of Porto Digital to use maturity models. The main objective of this dissertation is to understand the influence of horizontal governance on the defining process of maturity models used on the software development project management in Porto Digital. In order to reach this objective, consultants, directors, managers and executives of the main companies of Porto Digital have been interviewed. Starting up from a primary networking of horizontal relationship, the main agents of Porto Digital, responsible for policies related to maturity models definition, were identified. Results demonstrated that the horizontal relationship among software development business companies in Porto Digital appears to be of a competitive and cooperative character, on the defining process of maturity models. On the whole, it was observed that the defining process of maturity models adopted by the software development business companies of Porto Digital is closely related to the implementation cost of the models and to the strategic intent of these companies
