RESUMO

The transportation in the Brazilian cities has been facing a crisis-transition process. The elements of this crisis are expressed, for example, by the decrease in the mobility in public transportation, particularly in the rail transportation, due to the lack of investments in infrastructure, by the intensive metropolitan growth, and by the institutional crisis, which is characterized by the increasing conflict between the states and the cities on urban matters. This situation is becoming even worse due to the continuous disequilibrium on the provision of public transports, which benefits road transport. In this context, the Federal Government is formulating the Urban Train Decentralisation Program. The Program, launched in 1995 and already concluded in Rio de Janeiro and SÃo Paulo, is still being implanted in Recife, Belo Horizonte, Fortaleza and Salvador. This work aims to analyze the Decentralization Program of the Brazilian Metropolitan Trains and, through a case study of the Recife Metro, identify the facilitating factors and barriers to itâs implementation and to itâs effective contribution to increase the participation of the rail mode in the urban/metropolitan displacements. The results of the work show the need for a new institutional scope which favours decentralisation, strengthens metro- ailway systems and prioritises public transport in large Brazilian cities
