A descentralizaÃÃo da polÃtica de assistÃncia social no CearÃ: caminhos e descaminhos

RESUMO

The object of this Dissertation is to study the State of Cearà Social Assistance Policies during the period comprised from 1993 to 2006. As a start, we will be establishing connections with the political history of the Brazilian State and Social Assistance (Social Welfare Work), discussing its insertion in the centralization â decentralization, constitutional provisions and main governmental actions into several social conjunctures, within the complex trajectory from Philanthropy to National Social Assistance Policies â PNAS. In sequence we will analyze the decentralization of Social Assistance Policies expressed through legal documents as: ConstituiÃÃo Federal de 1988 (1988 Federal Constitution), Lei Organica da Assistencia Social (Social Assistance Organic Law), PolÃtica de AssistÃncia Social (Social Welfare Policies) and Normas Operacionais BÃsicas (Basic Operational Norms). Such documents announced the participative decentralization, oriented management, articulation and convenance instances, and their instruments: budgetary cycle and financial management, and the Peer Councils as deliberative organs towards Public Policies. In a third moment, we shed light upon the research theoretical and methodological foundations, the dynamics of the presentation empirical demarcations for the study of decentralization of Welfare work in the State of CearÃ. We have situated the locus delineating the political-administrative protoforms (basic forms), configuring the legacy of the LegiÃo Brasileira de AssistÃncia (LBA) (Brazilian Assistance Legion) and dimensioning the political/institutional role of the Secretaria de AssistÃncia Social â SAS (Welfare Department). During the research we have utilized as instruments: bibliographic studies, interviews, questionnaires, observation and investigation itinerary to answer the central question: How has political decentralization of social welfare occurred in the State of CearÃ. We have identified the determinant factors and the political, administrative and fiscal obstructions. Penetrating in the decentralization study, we have analyzed its evolution in order to search for their close connections, which has permitted to us to perceive and analyze the changes and permanence of practices, retreats and advances of Welfare Policies during those 13 years. Through professionals denominated Regional Articulators from ex-LBA and SAS, councilors of the Conselho Estadual de Assistencia Social â CEAS ( State Social Welfare Council) and professionals (Psychologists and Social Workers) of the Centros de ReferÃncia da AssisÃncia Social-CRAS ( Social Welfare Reference Centers), we have tried to unveil the directions and misdirections for Social Welfare decentralization. Our conclusion is that the State of Cearà Social Welfare Policies are entitled to all lawful instruments such as Plans, Councils and Funds. Social Welfare has advanced in basic and full municipal management, however, the State government continues to carry out basic social protection programs, which should have been carried out by municipalities, mainly in the City of Fortaleza; the State keeps itself tied to convening modalities and does not participate in welfare co-financing actions through the Fundo Estadual de AssistÃncia Social (Welfare State Fund).Thus its primary competence of coordinating the Welfare Decentralized State System is subsumed by the excess of direct performance projects
