RESUMO

In a time characterized by fast urban growth, particularly visible in large cities and metropolises, public administrations must have a great capacty of anticipating and dealing with the several challenges that are posed every day, mainly in the social area. To face these countless problems, municipal administrations adopt planning strategies and solutions related to the use and occupation of the urban land. Among such instruments, managers may count on urban legislation as a form of disciplining the occupation and use of the land and of guaranteeing development to the community, integrating physical, social, economical and cultural structures. However, it appears that the urban regulation does not have the necessary effectiveness to preserve the established urban standards for the city. This work aims to evaluate the degree of effectiveness of the Law of Use and Occupation of the Land, part of the Urban Legislation of SÃo LuÃs, capital city of MaranhÃo state, as a contribution for future reflections on the strategies to improve tools and procedures for urban control in Brazilian cities. It studies the case of the area around Lagoa da Jansen, a lagoon close to the historic center and the seafront of SÃo LuÃs, focusing on residential, commercial and institutional use of the land
