RESUMO

This work addresses the role of the Municipal Council of Education (MCE) in Recife during the period from 2001 to 2004. The main concern was to investigate the contribution of the Council, as an innovation in the public administration experience, to the increase of the right to access education and, in this way, to the democratization of the society. The participation of the organized civil society in the implementation of public policies appears as one of the premises supporting the focus on the MCE in Recife. This premise is related to the broader context of changes in the regulation of the societies, since the last decades of the past century, which led to a raise in the needs originated by the process of exclusion suffered by the Brazilian people and, consequently, to a increase in the requirements for the expansion of social policies to assure assistance to these needs. Speaking more specifically, the empirical object of this investigation is the sense of participation of the organized civil society in the Municipal Council of education (MCE) in Recife. It is our intention to figure out the dynamics of the dialogue between the representatives of the diverse institutions and their bases in order to understand in what measure the MCE constitutes a means to extend the public sphere actuation in the education in Recife. The assumption of a relative autonomous state in the elaboration and implementation of the public policies, considering the socioeconomic context, sustains the theoretical bases to analyze the origin, composition and dynamics of the MCE. Thus, two main points guide this investigation: 1) âIn what measure the action of the MCE expand the public sphere actuation in educational decisions in the city and, 2) Which of the MCE developed actions reveal whether it works (or does not) as a space to public dialogue in what respect the educational issues. These points directed us to try to âunveilâ the structure and functioning of the MCE and to analyze the public dialogue process in its daily interactions. The conceptions of democracy, participation, citizenship, and public sphere were used as analytical categories. Documents and semi-structured interviews constitute the data and the analysis was proceeded though the contents analysis. The sample was composed with four representatives of institutions from the organized civil society participating in theMCE; two representatives of public institutions; and one member of each one of the selected institutions, situated in the vicinity of the MCE. The results demonstrate that the MCE actions have contributed in a weak way to establish a process of public dialogue between the institutions and its representatives in different moments of the follow-up and evaluation of the educational policies to the city. Thus, our conclusion is that the MCE has not yet assured a substantial actuation in the public sphere of education in Recife. And, moreover, we acknowledge the fragility of the society participation in the Council, and, consequently, in the public sphere of education in Recife. This fact confirms our preliminary presuppositions
