A gestÃo democrÃtica e os conflitos degovernanÃa: os percursos do PREZEIS de Recife 1993/2004

RESUMO

This present work aims evaluating the governing process of the PREZIS (Regularization Plan of the Special Areas of Social Interest), its managing structure, implications and conflicts that lead to the governing crises of the program. We tried to identify the roles of the social/institutional and political actors, analyzing the alliances and political engineering, which occurred on the point of view of the management of the PREZEIS as well as on the point of view of the administrative management of the city of Recife, for the period of 1993-2004. This period corresponds to three distinct municipal administrations: Jarbas Vasconcelos (2nd administration) 1993 â 1996); Roberto MagalhÃes (1990 â 2000) and JoÃo Paulo (2001 â 2004) who ruled the city of Recife under different ideals for management of the city, and on the handling of the low income population. In this approach we worked with the following categories: governing, governability, democracy, participation and decentralization, which became key words of the present work. This work was primarily developed from three investigation axes. On the first we had a conceptual review of the study case theme aiming at the building of the theoretical foundations in which the problematic dealt with here lies. On the second, we worked with the reconstitution of the institutional and political scenario of the studied periods, in which the electoral context, the ideals and municipal administration management were analyzed. The third axis related to the empirical study in which a field research was carried out aiming at the evaluation of the social actors involved in the program. The governing process of the PREZEIS were analyzed as for their capacity to articulate the financial, technical and managing resources and also their capacity to articulate alliances and pacts among different actors. This study highlights among other results, that the instauration of the Forum, aiming at the negotitation of a greater portion of resources to supply the demands of the ZEIS. It is here realized its precarious articulations and influence toward the government agencies and also its limited administrative structure of support. Added to that, it is also perceived the existence of political nature conflicts throughout the whole of the management structure of the PREZEIS, not only in internal levels, considering its participations instances, but also externally, on the political leadership of the ZEIS
