RESUMO

This study had the purpose of investigating in what way the democratic management, concerned about plural field of power and conflict resolution, has actually been set up in public schools teaching practice of residents in CearÃ; facing of the educational political definition for school management. In order to carry on this study, it was made a qualitative research in two state schools in the town of Juazeiro do Norte. (CE-Brazil).The procedures were: bibliography review, content analysis associated to data analysis obtained from application questionnaires and interviews with a sample of school segments. Moreover, direct observations were registered in a field diary. Data were analyzed taking into account content analysis (BARDIN 1977), based on the hypothesis and theoretical references .Our principles come from the concept of State and hegemony (GRAMSCI, 1995), articulating thedebate among the categories: democracy (BOBBIO, 1986; CHAUÃ, 1997; SANTOS, 2001; WEFFORT, 1992), participation (BARROSO, 1995; DEMO, 2001;LIMA, 2001, NOGUEIRA, 2004) and decentralization (AZEVEDO, 2002; SOUZA, M 1997). Facing those findings, our analysis confirmed that we are still remained on the centralized management paradigm. Between the discourse and action, the schools researched have been legitimized, through their practice, the discourse of âmodernizationâ, taking elements from the model of new public management, propagated by the educational policy in CearÃ, and treating them as elements of democratic management, from the understanding that it refers to the democracy. Such situation has limited the strength of the political participation of the school actors in the guiding of routes for Instituition and, therefore, for the construction and implementation of a capable pedagogical project in order to improve the conditions of schooling found in CearÃ
