RESUMO

This case study deals with the adoption and implementation of strategic planning, at the Pernambuco State Justice Court, during the period between 1998-2000, considering the point of view of its relevant stakeholders, and the circumstances of a State and Justice Reform. In order to identify the relevant stakeholders of the institution, it was used the methodology proposed by Mitchell, Agle and Wood, which are based upon three matrixes: the Matrixes of Power, Legitimacy and Urgency. The research that was taken within those stakeholders, was of qualitative nature, based upon content analyses and using semi-structured questionnaires. The analyses of official documents and reports, was also taken, in order to complete the study. The research found that the process of strategic planning was an important tool for institutional change and had a strong support from the President of the State Court and from his staff. Among the deficiencies of the strategic planning process showed by the work, two were outstanding: the resistance against changes and the low level of engagement of the operational personnel. The recommendations derived from this work are related to guarantee full support from the President to create training programs designed to prepare managers and to heighten the engagement of the operational personnel, and to eliminate resistances, in order to obtain total commitment of the entire group of professionals who work at the institution, with the strategic planning process, and with its results
