RESUMO

This research was aimed at investigating the Agro-ecotourist Program of Moreno, as an initiative of the executive power, in a partnership with institutions, and its real possibilities of promoting development and social change, from the definition of agro-ecotourism conceptual paterns, development and social change. The analysis of the Program was made using bibliographic research, participant observation and interviews made with its main stakeholders: the local executive power, participants of the Agroecotourism Working Groups (WG) of Moreno, representatives of a consulting company, owners of rural properties and members of the local community. The research also compiles concepts and theories about the subject chosen, as well as guiding elements for the continuity or the restart of Program, which is considered to be an important step forward in search of development
