RESUMO

The aim of this paper is to assist the Brazilian Army (EB) in implementing Environmental Management (GA) in its Military Organizations (OM), by adapting the methodology that is used in the IS0 14000 series norms, developing documents that contain forms, commented examples and guideline procedures that will orient the implementation of an environmental management plan in a typical Brazilian Army organization. The environmental management proposal for military areas adopted as its reference the methodology incorporated in the Management System proposed by Bonnet (2003), for an Air Force Command. It includes in the proposed management system a variable related to the implementation of Managerial Excellence in the Army (PEG-EB), which in turn is based on the ISO 9000 series norms, and attempts to integrate both. It is an innovative approach for military organizations in Brazil. Thanks to this initiative, the military will be in a position to expand their quality programs and adopt an environmental variable that will mitigate the impacts unleashed on the environment due to their activities. The proposed model is based on the stages foreseen in ISO 14001 and was adapted to the reality of the Brazilian Army, for application in the Formosa Instruction Center (CIF), in Formosa, state of Goias. The existence of an Environmental Policy in the Brazilian Army and Guidelines for the drafting of Basic Environmental Management Plans, in conjunction with an organizational structure, already defined and focused on the implementation of environmental management in the Brazilian Army, were considered positive differentials, with respect to what was proposed for the Air Force, because they facilitate the implementation of environmental management in the Brazilian Army. The Initial Environmental Evaluation consisted in the identification of environmental aspects and impacts, the environmental legislation and the existing management procedures, allowing us to identify what would be needed in order to define an Environmental Policy and the environmental objectives of the CIF Command. We used the forms for identifying and evaluating the significance of the impacts, applied by Bonnet (2003), in the COMAER. These were examined and considered appropriate. The complexity of the environmental legislation and the importance of adequate qualification for Environmental Coordinators justify the need for sensitization and the training of the environmental team that will also act as the PEG-EB team, during the implementation stage in the Army. The results demonstrated the feasibility of applying environmental management in the Brazilian Army, adopting the stages proposed in the ISO 14001 Norms, a methodology applied by Bonnet (2003) and the experience of armed forces in other countries in dealing with environmental issues.
