SeguranÃa Alimentar e Nutricional: o Programa Bolsa FamÃlia na realidade de um municÃpio da zona da mata pernambucana

RESUMO

The implementation of public policies in the food and nutritional area has played very important role at federal concern since the government of Vargas, adopted especially by ideas and studies of Josuà de Castro. Nowadays, many of his conceptions are used as basis to the Nutritional and Food Security (NFS), a key subject that aims to lead the social policies of the country, and that has been implemented through the Fome Zero Program, launched at the beginning of 2003, on the first mandate of President Luiz InÃcio Lula da Silva. The program that aims to increase the access of the poor families to food, the Bolsa FamÃlia Program (BFP) has been created, from the union of old programs of income transference and proposing advances on the operational design of programs of minimum income in the country. The present study aims to evaluate the implementation of BFP in the town of Gameleira, located at the Forest Zone of Pernambuco, one of the poorest and unassisted regions of the country. The research includes a quantitative sample of 502 families who lives in areas of greater social vulnerability, and a qualitative component, obtained from semi-structured interviews to the managers of the BFP and Municipal Health and Education Secretaries, and a representative of the Municipal Council of Social Assistance, in charge of the social control of the BFP in the town. The results have been obtained from the comparison of the families who are registered or not in the program and show that, in general both are living in a critical life condition, and some evidence pointed to a greater social vulnerability among those registered at the BFP. The program was considered good by most of the beneficiaries and showed a possible increment on the diversity of diet of those ones, though it is still below what is recommended. The operacionalization of the Cadastro Ãnico has shown a satisfactory accomplishment, however, the existent services and the tracking of conditionality, especially the health ones, are important challenges to a good accomplishment of the program. It has also been observed the fragility of the town as to the proposal of inter-sectors management of the BFP, in its social control, and in relation to the implementation of complementary actions to the program and the NFS. The evaluation of programs as the BFP makes it possible to identify their potentialities and difficulties, allowing managers to base the necessary actions to the enhancing of public policies
