RelaÃÃes raciais, multiculturalismo e aÃÃes afirmativas: as cotas na Universidade de Pernambuco

RESUMO

In the present work, I seek to historically contextualize the socio-racial debate along the XX century, the conflicts between matters of race and class in Brazil and its role concerning the formation of brazilian social inequality. In order to reach that goal, I seek reference in brazilian social thought authors to understand how it was the process of subordination of the race issue to the classe issue, and how does the racial democracy myth fosters that perspective. The following dissertation is developed in order to reconstruct the debate about race relations and class matters in brazilian society, from the beginning of the last century, until the present days, converging on the affirmative action issue as well as the quotas in the Universities. For the development of this work, I present some multiculturalism concepts, as well as the discussion about focused and universalist social policies, theoretically setting my perspective about contemporary affirmative action on the debate. Using the elaboration and implementation process of the quotas in the Universidade de Pernambuco (UPE) as an example of a microcosm of tensions between race and class in brazilian society, I seek to understand wich arguments and perspectives have influenced the institution to opt for the public school and not the race of the applicant in the admission program. Therefore, I conclude that the social quota is a kind of institutional racism and thus, the racial democracy myth have played a fundamental role in formulating and legitimating the elaboration process of quotas policies in UPE
