RESUMO

During the 28 years of existence of EMTU users were actively involved in its role, either through popular mobilization for the right to a quality public transport, either by their participation in the management of the System of Public Transportation of Passengers of the Metropolitan Region of Recife (STPP / RMR), as a process that evolved from the maturing of the relationship of the public government with the population, and that converged to create the CMTU in 1989. This dissertation has as its main objective to analyze the social participation, from the viewpoint of the popular movement, in the making of public policy of passenger transport in the Metropolitan Region of Recife, in the 1980s, and the importance of CMTU as an instrument of democratic participation of civil society in the management of STPP / RMR. From the rescue of social struggles for transport in 1980, through research on secondary data like (documents, newspapers and others) and primary data (interviews with social actors who lived through the construction of history), was examined in what way evolved the participation of institutional users of STPP / RMR in Management Council of EMTU and later in CMTU. The CMTU was the main object of analysis. Analysis of meetings records’ and all the collected material allowed us to assess how important issues for the STPP / RMR, particularly the tariff issue, were discussed in Management Council, including cooperative attitudes and the main conflicts between segments represented in the Management Council. In spite of having observed that there were some moments of disarticulation of the Management Council, when it ceased to meet, or did it only to approve the rate adjustment, we find that the CMTU fulfilled a key role in democratization and consolidation of management of the metropolitan transport in Metropolitan Region of Recife
