RESUMO

This study aimed to demonstrate the steps made by the Executive power of the state of Pernambuco regarding the deployment of the Ombudsman proposals in the draft reform of the state. The main intention was to seek answers to frequent questioning managers and the public company that is whether what is defined in the form of law, becomes reality in the practical life, so this research brings theoretical and methodological considerations about what is being done to the public Ombudsman become an instrument of citizenship in the daily lives of Pernambuco. For this purpose the argument was conducted by academic concepts that support the Ombudsman as an instrument of citizenship and social participation, through social control issues, accountability and competence of some concepts and also related to the profile of the ombudsman. We analyzed documents and data from 2003 until today, with the perception of ombudsmen who participated in the process of implementation, managers and ombudsmen current government with the aim to identify the major steps completed for making the network of Ombudsman from the government of Pernambuco. The structural difficulties, the organizational culture, the resistance of managers to respond to the demands of citizens, investment in physical and logical structure and the actions of the ombudsman were some points which motivated the considerations on the process. It was possible to see that the Public Ombudsman in the government of Pernambuco is gradually moving to consolidate itself as a management tool, but the focus of this research is to propose strategies to consolidate the process of citizenship, in this sense, there must be register, as that process, much still has much to evolve, just because process is a consolidation of many variables
