RESUMO

The core of this research is the development of an Ombudsman model as a Competitive Intelligence Unit - MOUIC to the scenarios prospecting development of economic social enviromental. For that, a case study was accomplished in the Secretaria de Desenvolvimento EconÃmico do Estado de Pernambuco âSDEC, to modeling an ombudsman by concept, as an Intelligence Unit. The study of the ombudsman in public institutions from the theory of Competitive Intelligence and the use of Social Capital, little used in the ombudsman, for generation of prospective scenarios of development consequently challenging, itâs a unique theme. By way of the Brazilian administrative reform in the 80s and 90s, the managers were facing the need to modernize the public system and the challenge of improving the management to fulfill its mission and to promote social welfare. Brazilian society has become more demanding on the performance of the government to provide its services with transparency and social participation The globalized environment and technological advances have brought rapid change, an environment of uncertainty that complicates the decision-making, monitoring of the environment, prediction of future actions and in addition, the excess of information, are all reasons that make the competitive intelligence in the organizations be studied. A system of competitive intelligence provides analyzed information to public managers for making decisions based on system of collection and analysis of information on the means and where it is inserted and those ones directly involved â in this case , the citizens. Academically, the research in the context of Competitive Intelligence, is in a fertile field for investigation. This area of study converging researchers interests in several areas such as strategic planning, information science, corporate communications, among others, included in that context the ombudsman. We Aspires a social contribution, because the society as a whole, can benefit with a space ahead, of economic trends (scenarios) , social anxieties and environmental sustainability. Methodologically the research was exploratory on purposes and as to the means it was literature, documentation, case study and field study. Its typology is based as qualitatively from a phenomenological referential because it tried to understand the ombudsman phenomenon from the theory of competitive intelligence, interpret it, understand its meaning and extract benefits to the public management. The result on the basis of collected data in interviews with actors involved in the process and Rubens Lyra, Alejandro Porter, Michael Porter, Eliane and Emerson Marcial Batistaâs basic reflexes and others investigated, presents a positive analysis on the ombudsman modeling as a Competitive Intelligence Unit in a feasibility of application to public bodies.
