RESUMO

Abstract The purposes of this essay are centralized around the consideration about the execution of citizenship: apex of freedom. Citizenship in order to be executed by the person requires wide and effective preparation by political, emotional and education in general, according to the article 205 of the Federal Constitution. In order to achieve the constitutional goal meaning, under the prism of citizenship, the chase of the citizenship concept and its applicability becomes fundamental. The juridical system points to the observance of the fundamental principle of citizenship founding truth, informing the constitutional norms implied in the process of execution of citizenship and disseminated by all juridical ordering. From the idea of the system, the educational system is analyzed and the competence to legislate about citizenship in the Federal, State and City area. In order to have this confront, according to the constitutional right, there is the necessity of recognizing the person as a citizen and of the amplitudes of the execution of citizenship, as a fundamental right and, as so, the possibility of its preparing by education, from the constitutional regime of the fundamental rights and of the democratic and republican principles, which inform the Brazilian State. The constitutional right is an open intertext and, in this sense, the study of History is fundamental, because, without it the individual would never have found conditions to evolve For such, the path to be walked upon is the understanding of the citizenship that goes trough the History of mankind: all power comes from the people (article 1, only paragraph), and the citizen holds me people sovereignty and, therefore, has the power to supervise, elaborate laws and other powers in the Federal, State and City area. However, the citizen is not bom to citizenship, because of this, has to be prepared to its effective execution on the first years of life in family and in the city.
