RESUMO

This dissertation was carried out with the objective to understand and to describe the process of integrated management of solid residue, an experience of the municipality of Carmo do Rio Claro â MG, taking in account the interaction, the role and rationality of the main social actors engaged in this process. It was also sought the rescue of the solid residue problem of the municipality and to identify the challenges to build a action. Therefore, a study of case was taken to investigate the phase of implantation of the integrated management of solid residues within this municipality. The study was composed of a qualitative descriptive research by taken semi arranged interviews with 48 social actors engaged in this integrated management of solid residues. During data analysis, a network of taken information and theoretical reference was established. The economical, social and political changes showed a complexity of the reality, notedly in the dimension of the social-environmental problems. In this context, it can be highlighted the problematic of solid residues that got worse with the accelerated urbanization, consumerism and the emptying of the State to provide all public functions. Therefore, different social actors fall back on collective actions, in order to promote mutual interests. In this work, the theory of collective action and rationality was handled, discussing the integration of social actors in the solution of the social-environmental problems, besides showing concept of management of solid residues and evidences of an environmental conscience. It was identified by the results the difficulties of a collective action, arrangement of the different interests and rationalities of the groups, the interdependence of its activities and the relevance of the role done by each one in the management. The transition of public managers after the 2004 elections showed challenges to this new management: changing of plans and discontinuity of some projects. However, this experience contributed to the municipality to aggregate knowledge, to stimulate the society participation, to opt for more viable alternatives than the previous ones and to provoke the collective action. It is believed that by the reflection of the respect of the group cooperation and by the debate of the problematic of solid residues, in this work there are elements to deeper studies about this theme, as well as helping in the field of management of solid residues and in the development of public politics, generating better quality of life to the society.
