RESUMO

Solid waste management has turned into a great challenge of nowadays, since the increasing of waste generation brings serious environmental and public health consequences. Although this fact, the reality in most Brazilian cities shows solid waste isnât a priority for public policies. The fragile institutional arrangement, the lack in regulatory procedures, the inefficient planning approach as well as the very beginning society participation are some of the reasons why solid waste management is still willing for specific programs and effective actions. Not seldom one can come across an enormous amount of waste disposed in precarious landfills where a great number of people lives, earning a few money by selling recyclables. Solid waste management is a municipal responsibility, as written in Brazilian Constitution, however, one knows that effective participation of states and federal government is necessary in order to regulate and organize the sector, since management incapability and financial fragility of Brazilian municipalities hinder them from achieving minimum environmental and public health patterns. So, this work intends to outline the scenario of solid waste in the State of Pernambuco, besides to show the main actions taken by State Government, that has been facing the Solid Waste Management through an integrated modern perspective that implies in a global and decentralized way of planning.
