RESUMO

Understanding that citizenship and participation are polysemic words, with diverse meanings and contents, this study aims at identifying and analyzing the forms of participation carried out in the education for citizenship projects directed to youth by CRIA and MOC. The study is anchored in the theoretical discussions on democracy, citzenship and participation. It sees them as interchangeable categories, which have guided the field research through frameworks of indicators. Three conceptions of citizenship have been arranged: the one understood as possession of rights, the one based on civic virtues, and the one conceived as commonwealth joint management; and three forms of participation: the aid related, the cooperative and the citizenship related. The study made evident that in the fild of speech, the contents about participation and citizenship are similar. Both organizations develop education for citizenship aiming at the construction of a youth political identity, focusing on the citizenship related participation, directed to the control, consultation, negociation, joint production, joint management and dialogue with the decision making public spheres. It was noted, however, that the pathways prioritized to make such proposals effective are distinct, marked by the field of actuation, the political position and the history of each institution.
