Cidadania e cultura polÃtica no poder local: o Conselho da AdministraÃÃo Participativa de Camaragibe-PE

RESUMO

This study analyses the political and social relations among the members of the Participatory Administrative Council of the Municipality of Camaragibe in the State of Pernambuco (Brazil). Both changes and the persistence of attitudes and behaviors of this council were observed. Towards understanding its objective, the study discusses the construction of organized civil society starting in the 80âs, the process of democratization of the State and the consequences of a neoliberal concept in its consolidation. The study also examines participation in the internal watchdog process and the proposing of public policies, for the councils in each sector, and of the creation of citizenship as an outcome of participative democracy as a conquest of civil society. Popular participation in social movements is defended as is the place of non-organized citizens in the processes of local public administration as a way of creating new relations between civil society and the State, particularly during the administration of political parties based on popular democracy. Further, the work compares traditional public administration with participative. The research identifies changes of attitudes and behaviors of public representatives, related to the growth of new constituting principles of this new political culture which values social participation, citizenship, and administration as a public act in partnership with society. Also noted is the permanence of traditional political practices both in relation to the administration and with the population. The facts gathered indicate that the administration must continue to improve its internal structure, in the sense of empowering the participative process of society in the political decisions of the municipality
