Ciclo de vida de competências organizacionais : o caso de uma organização do setor elétrico

RESUMO

The present study had the objective of describing the development of organizational competencies in a Brazilian electrical sector organization. For this purpose, Helfat and Peterafs lifecycle concept (2003) was used to analyze the development of competencies and Figueiredos analytical structure (2003) was the basis for an understanding of learning processes. In the first phase of the research, whose objective was to identify organizational competencies, thirty-five interviews were carried out. The categorization technique was used to analyze the data with the help of Atlas.ti software. In the second phase, which examined the lifecycles of two of the competencies, documents and interviews with four managers of the organization under study were analyzed. As a result, eleven organizational competencies were identified: people management, knowledge and information management, social and environmental management, institutional relations and regulation, energy sales, cost management, partnerships and strategic alliances, electrical transmission system operation and maintenance, electrical generation system operation and maintenance, and planning and implementation of energy projects. The lifecycle analysis of the electrical system operation and maintenance competency showed a stage of recombination arising from the implementation of the Total Productive Maintenance program and a stage of renewal arising from utilization of the InfoPR and SAP/R3 module software. The analysis of social and environmental management highlighted a stage of retrenchment arising from the restructuring of the State and from a possible privatization of state companies and a stage of renewal owing to the necessity of making projects viable. On the basis of this case, it can be concluded that the development of the organizational competencies selected for lifecycle analysis was substantially influenced by political and legal factors. On the basis of the results, it is recommended that the organization improve the learning processes related to institutional and managerial competencies since, in the view of the interviewees, this electric sector organization has not yet mastered these competencies. The structuring of records of learning occurring in the organization is also recommended, because this information will permit future analyses and evaluations of collective and individual performance. Finally, it is suggested that the company actually reestablish certain pillars of the Total Productive Maintenance Program or implement another management methodology which will restructure the discipline and motivation of employees involved in keeping electrical systems on line.
