RESUMO

The main objective of this dissertation is to understand the processes of change in the Brazilian wholesale food market. It considered the context of State withdraw from this economic sector and the power of transnational retail chains, which tend to rule the provisioning system. Therefore, the data was collected at the local wholesale market: Centro de Abastecimento Alimentar de Pernambuco â CEASA-PE. Through an ethnographical approach, among others methods, we have emphasized the method of direct observation and semi-structured interviews with key informants, as well as secondary data. In this way, we have been able to follow the changing process that is taking place at the food trading process. We found that, despite the expressive numbers that point CEASA-PE as the main wholesale food market in the Northeast, it has been criticized, together with other Brazilian public wholesale markets, for not having achieved its main goals. Due to the expansion of major retail chains and problems with adapting its structure to fulfill the new market demands, this Centre is regarded as an obsolete structure. Based on this research, we have found that the main structural issues faced by this, and most of the Brazilian CEASAâs, is also related to the State withdraw from this economy sector, and the consequent debate on the privatization of these structures. The analyzed case brings a new perspective on the subject by showing how that Centre deals with the crisis. The process of changing from a state public institution to a Social Organization in February, 2004, brought a unique situation when compared to other cases.
