RESUMO

The popular participation has if shown essential in the processes of development of the tourism at local scope, even it comes happening of shy form in Brazil. Populations have if mobilized to organize the tourist activity searching take care of as many individual interests as collective. The present work consists of an analysis of how it happen a popular participation in an area that comes being modified in function of the expansion of the tourism. To analyze the popular participation from the understanding of how the population perceives the changes caused for the expansion of the tourism in its space/place constitutes, therefore, the general objective of this work. And specifically, it searched to identify which transformations happened because of the development of the tourist activity; To evaluate the transformations caused for the expansion of the tourism in local scope; To understand how populations of small receiving localities perceive the transformations caused for the expansion of the tourism in its places of residence; and to investigate the characteristics of the popular participation. By research guided for the triangulation of methods, techniques had been applied as questionnaires; inquiry through focal group; application of directed interviews and interviews with images; accomplishment of informal colloquies; and direct observation in a located littoral community in the north of the State of Alagoas. The research disclosed that the participation in the processes of planning, implementation and evaluation of the tourist activity occurs with the participation of a very small parcel of the society. One notices despite the governmental sphere does not provide an environment capable to stimulate the participation of the residents in the management of the tourism. In tourist localities in initial phase of expansion, the public administration has shown still more absent, leaving the tourist order in charge of the touristy managers that installs yourself gradually in these places. Thus, the existence of incentive to the popular participation from the public managers is necessary, beyond planning integrated and responsible of the tourism searching the promotion of benefits for the resident population.
