RESUMO

Nowadays, the companies in Brazil are inserted in a huge context of competition, resulting in some changes, which have already been occurring since 1990. To guarantee their survival in the market, they cannot, therefore, be trodden on only in the productive function but must look for a higher organization of its processes and to add them a greater quality. Thus, the managers that run these businesses, including the ones on the civil construction sector, turn their attention toward the introduction and certification of the Quality Management Systems (QMS) based on the series of ISO 9000 standards. The last revision of these standards, 2000 version, started to demand a larger commitment of the Managing Directors with the QMS and the implementation of the supervision, measurement and analysis of the performance of the company, it was also required the promotion of a continuous improvement of the effectiveness of the system. It is highly quoted by many authors the importance of these requirements for the success of the QMS and the difficulty of its implementation in the certified companies, especially the building ones. Under such records, this work carried out a research in many building companies of Recife and its surrounding areas (RMR) certified with NBR ISO 9001:2000, to analyze the implementation of these requirements. The research showed that some companies in the RMR donât fit in the mentioned literature when concerning to the effectiveness of the Managing Director involvement with the SGQ and the implementation and establishment of the measurements
