RESUMO

This work presents the principal aspects which guide quality management, that is the concepts and discussions, the most important research, what constitutes a quality environment and quality indicators. The focus of the work is on the process of implementation of the system of Quality Management (SQM) in the Civil Construction sector, explained through existing norms refering to quality, starting with the series ISO 9000:2000 through the politics of quality in this sector. The implementation model of three authors, the effect of on-line, in-line and off-line quality environments, and the eight principles of quality are discussed. Using the information collected from the research, a model was constructed, called Key Points for the Implementation Process, with eleven steps towards helping companies implement SGQ or to evaluate their current systems efficiently. The model highlights three steps which have not beena given much attention in the literature: aspects which enhance implementation, critical diagnosis, and on-going improvement. The first highlights the importance of pro-active work, motivated by client satisfaction and a quality final product. The second reveals the reality of the productive process and serves as a base for decision-making. And the third calls for interaction of the three areas of quality and the involvement of people from every sector, representing different views of the process
