RESUMO

The principles and guidelines proposed by the 1988 Constitution for the Sistema Único de saúde (SUS) - the Brazilian national healthcare system have led to the construction of a policy for structuring the qualification of human resources. Thus, the National Policy for Continuing Education in Health (PNEPS) was instituted, through Ministerial Office/Ministry of Health (GM/MS) Decree 198 of February 13, 2004. In order to ensure that the PNEPS fulfils the criteria of the Pacto pela Saúde (Pact for Health), Ministerial Office/Ministry of Health Decree 1996 of August 20, 2007 was instituted, which proposes, in general terms, to decentralize the management of education for health workers. This study, which is qualitative, descriptive and exploratory in nature, analyzes the implementation of the Policy for Continuing Education in the State of Tocantins, according to guidelines indicated in Ministerial Office/Ministry of Health Decree 1996. The fulfilment of all the ethical criteria provided for in Resolution 196/96 of the National Health Council should be emphasized. Interviews were carried out with subjects involved in the process of implementing the National Policy for Continuing Education in Health in the State. These included: workers at municipal and state levels, representatives of social control, teaching institutions, and municipal health managers. The data collection and analysis were carried out in two stages. The first stage involved a survey of documents relating to the National Policy for Continuing Education in Tocantins, which were guided by the construction of the historic report of the process of implementation of the Policy for Continuing Education in Tocantins. The second stage involved gathering data from interviews recorded with the subjects cited above. To ensure the interviews were faithfully recorded, a field diary was used, in which the researchers impressions were noted down. The technique of thematic analysis was used in this stage, to compile, analyze and categorize the data acquired. As a product of this analysis, two defining categories were obtained: 1) Knowledge of the National Policy for Continuing Education in Health and 2) The implementation of the National Policy for Continuing Education in the State of Tocantins, both of which are geared towards GM/MS Decree 1996. It is concluded that Tocantins faces some challenges in the development of its PNEPS, due to some structural barriers, such as the lack of human and financial resources. In order to better develop this sector, the State should develop a State Policy for Continuing Education in Health, seeking to organize these points, which are still weak in the present context
