Política e ação pública : análise da política nacional de educação permanente em saúde

RESUMO

This study analyses the implication of the historical, political and institutional contexts upon the formulation and development of the National Politicy of Permanent Health Education, from 2003 to 2006. Our objectives are to identify and to recover the relationship of the politics and public action for this policy. We also use the theoretical referential of John Kingdom, concern Policy Window, to explain the moment and the constraints of this new formulation, and Paul Sabatier, concern advocacy coalitions, to understand the dynamic of the policy subsystem and the process of deliberation and implementation of this public policy. This research identifies that the foundations of this policy are the democratic and decentralized management, and the principles of the permanent health education like advisors for the public action in the formation and development of the workers of Unified Health System (SUS). We found that the implementation of the National Politics of Permanent Health Education, at national level, is influenced by the ideas of, at least, two big advocacy coalitions in the subsystem of health policy and by the political and institutional contexts of the federal management of SUS. To conclude, we suggest strategies for a movement of democratization of the public action, for the construction of an intervention domain to be designated to the Health Permanent Education, and for an public regulation attitude, based on Sabatier, that would favor the interaction and implementation of new negotiated agreements within a political subsystem and that might help in the development of this public policy.
