O SISTEMA PERMANENTE DE AVALIAÇÃO DA EDUCAÇÃO BÁSICA DO CEARÁ (SPAECE) COMO EXPRESSÃO DA POLÍTICA PÚBLICA DE AVALIAÇÃO EDUCACIONAL DO ESTADO

RESUMO

Nowadays context, influenced by the globalized developing processes, it is marked by deep transformations, with the return to the emphasis in the role of education as a factor of development, always coming to mind with the learning quality. The discussions in this way, have contributed for Educational Evaluation to assume the central position in the educational policies. Motivated by these ideas, many countries and states started to develop mechanisms or evaluation systems that enable the attendance of the public policies results in the educational sector, just as the Cearas case with the creation of the Permanent System of Evaluation of the Basic Education of Ceara known as SPAECE (Sistema Permanente de Avaliação da Educação Básica do Ceará). The realization of this research accomplishes the goal of analyzing the Policy of Educational Evaluation implemented in the State by the Bureau of Basic Education SEDUC (Secretaria da Educação Básica) , through its system within the period of 1995 to 2002, starting with the perceptions of the managers and teachers of the States public schools. For that to happen, with a qualitative approach, as a procedural strategy of investigation was used, the Documental and Bibliographic Research, followed by a Field Research, using the technique of half-structured interviews, accomplished in three state schools of the county in Fortaleza. The results of the study, point that SPAECE went through significant transformations in terms of denominations, conceptions and methodologies, in search for its improvement. Nevertheless, it becomes clear, in the systems ambit, the utilization of the evaluation as a strategy of control to grant more efficiency of the educational system, in consonance with the tendencies caused by the current economic model. In this perspective, the evaluation is conceived as an inductor of quality, like a mechanism of advisement of bills and responsibility, linked to the systematic of encouragement and award. The perception of the subjects about the evaluation demonstrates a vast number of conceptions, with the predominance in the focus on the evaluation of learning in class, with superficial knowledge of the SPAECE. Still remains the challenge of the advertisement and the use of the results of the evaluations, knowing that the definitions of the macro-policies do not consider the diagnosis from the evaluations, witch is also used in a fragmented and on-time way by the given the maturity necessary to the improvement of the system and the policies of evaluation to make the quality of education in Ceara even better.
