RESUMO

This paper is the result of a survey made in forty-five schools related to one of the Oflices of Education in the City of São Paulo. It is a study of the implementation of educational policies through the representation of teachers and students - one of the intervening factors to acquire the concepts required to carry out the action intended to attain the objectives. The so-called " progressão continuada" [unstopped progression], an action that has been implemented by the Department of Education of the State of São Paulo since 1998, as a strategy to enable basic education for alI and to do away with student failure, was the background for the evaluation of some representation categories present in the school universe. Representations of policy introducers and target population were collected at two different moments: first, before the implementation, as an expectation survey, and second, four years later, to get a better grasp of a smaller group of participants. Data interpretation was supported by Renri Lefebvre s Theory of Representations and Daily Life Sociology. The intended result was to capture what was new, what changed, the rupture and the resistance on the part of participants, on the one hand, and, on the other hand, the policy s potential for change
