RESUMO

It has been noted that in the initiatives adopted in risks management, although one tries to identify, to analyze and to eliminate the fundamental causes which may lead to failures, these measures are not always characterized as definitive actions, keeping in mind the absence of a strategy, which besides blocking the causes of the failures, may ensure an effective management of the failures themselves. Considering this situation, the dissertation has as its objective of proposing a risks management alternative, using techniques, for the identification of failures, of the acknowledged process known as Reliability Centered Maintenance (RCM). With this proposal, a methodology is made available to electricity company managers, in which, starting with the identification of failures and risks quantification, understanding risk as a possibility of losses or damages existing in the installations, suitable measures may be taken, within the companyâs policies and guidelines, so that the systemâs maximum preservation may be obtained. According to JONES, 1995, the risk cannot be directly managed, but calculated through the parameters, chance of occurrence and type of event. Thus, the proposed methodology, based on RCM techniques, focuses on the risk as a measure of the consequences of the failureâs mode, resulting from a potential functional failure, associated to the occurrence frequency. As an example, a real case is presented with the application in one of CHESFâs transmission substations, in which some of the techniques for risks detection and assessment in the associated systems were applied, as a part of the risks management process, undergoing its initial phase of application in the company.
