RESUMO

This study focuses on the management development in the public sector resulting from the modernization of the government apparatus, a process that was intensified after the administrative reform of 1995. More specifically, itâs consists of an investigation of the Management Development Program (PDG) of the Court of Audit of the Pernambuco State (TCE-PE), which took place twice, in 2003 and 2004. The objectives of this study are: to evaluate the level of the learning which took place, the practical application of the content given in the course and the coherence between those contents and the required competencies of a manager in the public sector, as well as to identify facilitating and hindering factors to the application of what is learned. The data was collected through the qualitative research technique known as focus group, in which twenty participants in the above mentioned course were divided into two groups, according to hierarchical position in the organization, and then interviewed. This investigation concludes that the level of application of the contents given in the course to the management practice in TCE-PE was close to the level of learning of its managers. It also finds that there was a strong coherence between the content of the course and the required competencies for a manager in the public sector and identifies factors related to organizational culture, the group of trainees, and the TCE-PE employees which either hindered or facilitated the application of the contents given in the PDG. Finally, based on the literature researched and on the analysis of the data, this paper also proposes strategies for the optimization of the management development process at the Court of Audit of the State of Pernambuco
