RESUMO

This research is to analise the public policies of Communication and Information Technology (TIC) and the Educational Process in the state of Bahia, its implementation and execution, based on teacher education to use the TIC pedagogically in computerising and telecomputerising areas. As specific objetives to comprehend the direction of the relation of public/privates in brazilian public policies, raise discussion about the concept of sujacent TIC according to the public policies; comprehend the meaning of the multipliers around the public policies which make part of this policies; analise the Educational Technology Nuclei (NTE) role within the public policies in Salvador City. In relation to the context of Publics Schools, the governamental policies of insertion of TIC are managed by the Distance Education Secretary National by the Program of Computing in Education (ProInfo) in partnership with the Staty and City Educational Secretary, and the teacher education being done at the Educational Technology Nuclei. In this case, these nucleous acdiquere once relevant space to investigate and make true the TIC policies and Educational Process. A perspective of qualitative research while being Study Case, the results have as a base the documental date, the observation of formative process and the dialog with the multipliers and the coordinators who work at the NTE using informal talk and interviws. The research revealed some doubtful points at the executation and realization of the public policies, since they take us to a theorical uncertainty in the conception of the analised policies, specially when talking about technology, once it is about the authoritarism inheritance wich has configured for a long time, yhe policies relations in Bahia. From the results of the research, I identified some points wich make it difficult the insertion of the TIC in more complete perspective in the state of Bahia, such as: the lack of the clear evaluation about the conception of technology which remains within in the policies, as its formal aspect as its realization, a short dimension of the NTE function and the professionals if these nucleous, The instability and no continuation of the directrix which guide the policies as there an administration change.
