The institucionalization of guarantee of sanity status in poultry production chain / A institucionalização da garantia do status sanitário na cadeia produtiva da avicultura de corte

RESUMO

The aim of this study is to analyse how the guarantee of sanitary status is becoming institutionalized in poultry production chain. The link between sanitary issues and quality has become a trend among the countries, as they make use of norms and regulations based on technical criteria, the so called technical barriers , where sanitary barriers are highly important for both animal and human health . The paper made use of document research concerning the Legislação Sanitária Avícola Federal (Federal Poultry Sanitary Legislation) and qualitative research through non-structured interviews with Superintendência Federal de Agricultura de Mato Grosso do Sul ( Federal Agriculture Superintendence of MS) and with Agência Estadual de Defesa Sanitária Animal e Vegetal IAGRO (State Agency of Vegetal and Animal Sanitary Defence), aiming at understanding MS position face to the norms of Legislação Sanitária Avícola Federal. Intensive use of technology, market forces and the creation of specific laws destined to meet the international demands of standardization urged the performance of public organisms in the elaboration and implementation of programs to reach the targets. In poultry production chain, the creation of Programa Nacional de Sanidade Avícola PNSA (National Program of Poultry Sanity) gave birth to the process of institutionalization of quality guarantee as it established rules specific for poultry , defining the measures that should be adopted to obtain a good level of poultry health. The main results showed that MS has an official program (Programa Estadual de Sanidade Avícola ) but does not have official poultry health laws which would deal with the State intrinsic features. Thus, the process of institutionalization of guarantee of sanity status presents a dichotomous situation: a totally institutionalized commercial poultry industry, based on industrial poultry patterns, where the system of integration considers the producer as an active link in the production chain; and a non-commercial poultry raising associated with the domestic raising of chicken, whose present data do not allow comparative studies with its commercial counterpart. It is not possible, then , to evaluate its influence in the poultry section, although its existence is pointed out as a health risk factor to the production chain. In MS, commercial poultry industry is predominant, especially due to historical issues related to the development of poultry industry in the center-west region of Brazil. Currently, the main actions addressed to health issues involve the creation and implantation of specific state laws which may complement the legislation of the Programa Nacional de Sanidade Avícola implanted in the country. The intention to adhere to poultry regionalization, as proposed by Instrução Normativa N 17 of April 7th is another important factor for the creation of a legislation specific for the State. Other issues such as landless settlements, Indian villages and the Pantanal Region are aspects which are typical of Mato Grosso do Sul, and which must be analysed as to their influence on health issues since they involve actions of public organisms with different objectives.
