RESUMO

This research analyses Brazilian Congress and its role during 1989 to 2003 concerning the foreign politics of regional integration in two arenas, the Mercosul and the FTAA discussion. Two aproaches are found in Brazilian scholar literature related to executive-legislative interacion in International Relations. The first one precribes a passive role to Congress, while the second one detach the institutional barriers among congressmen to act as an independent power. From the second point, we inquire the Brazilian Senate and House of Deputies committeess of foreing affairs and their informal groups. Many sources of informations from the Brazilian parlamentary, Diap the Brazilian Trade Unions office of governamental relations and the Electoral Court were merged to create indicators of congressional experience, power influence and electoral conection from theee perspectives: the constitutional process of 1988, the congress experience/influence among committees/informal groups and the electoral conections among congressmen and the interest groups in Mercosul and FTAA project. In short, the major finding of this work is the tension among the legislative process created during the authoritharian regime of 1964 and increased during the consituinte process of 1988 with the interest of Brazilians Senators and Deputies in integrations process which develops a network of informal process of interest representation concerning Mercosul and FTTA.
