RESUMO

This work proposes and discusses the point profile of the Councils of State Elder representation with respect to non-governmental organizations representing the elderly population. Initially, it was discussed what is the democratic state of law and the construction and influence of social movements in our country. Was conducted bibliographic and documentary about the society that represents the National Council for the Rights of the Elderly (NCRE), describing the history of NCRE is essential to know the profile and dynamics of the creation of councils of seniors in the states. This is a research of qualitative nature that used as a tool for data collection, questionnaires open. The questionnaires were sent by email to the 27 existing boards and received it back from 23 of these, three did not respond and the Roraimais under implementation. Questionnaires were offered in subjects such as: name of the board, date of creation; legal institutional status, conditions of infrastructure;profile of civil society organizations. The suggested themes guided further data analysis. The response of the issues proposed in the uestionnaires was categorized according to themes explored (representativeness of councils by region and economic status). We analyzed the distribution of categories that make up the advice and frequency of participation of entities such advice. The central focus of this research, as mentioned above, is better the profile of these councils and the strength of social movements there. In this research, it was found that there is close correlation between economic conditions and the strength of organized civil society participation in councils and that it was the contradictions and the successes of social movements. Even though there are still contradictions and economic and social situations that influence the formation of state councils for the elderly, those, supported by NCRE, beginning to establish as a discussion of social and human rights and the elderly population.
