RESUMO

Since the enactment of Law n 9.478/97, which relaxed the monopoly on the extraction of oil and natural gas in Brazil, many discussions have been conducted by independent companies, associations of independent producers Association of Enterprises Producing Oil and Natural Gas Fields Extracted Marginal Brazil (APPOM), Cooperative Engineering Fields Mature (RECAM) and institutions like the Brazilian Petroleum Institute (IBP) and National Organization of the Petroleum Industry (ONIP). These meetings have occurred with the aim of discussing and proposing to the National Petroleum Agency (ANP) and Petrobras, the main player in the market, expanding the offerings in fields with marginal accumulations and adjusting the regulatory framework in place, which, according to this group independent producers, are sinequanon conditions for entering new businesses and maintenance of operating in this sector. With the aim of proposing some measures that can contribute to the activity of exploration and production in marginal fields with accumulations may be consolidated as attractive and profitable business in Brazil, the study aims to examine this scenario for the exploration and production in fields with marginal accumulation the format of the current regulatory framework, the difficulties of environmental licensing and marketing of oil and gas produced and the characteristics and main problems of firms operating in this market to be so attractive.
