RESUMO

REFORM OF THE REFORM discusses in the first chapter the process of settling of the Brazilian Unified Health System (SUS). Comparisons with the PubIic Health Syst:ems already operating in other countries are made, besides, the difficulties of health services are analyzeel, while commenting the existing theoretical propositions on the subject. The neoliberal way of organizing and producing the health care actions is studied in chapter two with investigative emphasis on the work process, the institutional power and the relationships between consumers and hospitals. The political praxis and health care projects of the social groups who act for the neoliberal policies are also discussed. Chapter three describes the administrative decentralization occurring in Brazil since 1987, as well as its consequences on the Public HeaIth Care Models in the Country. At teh and, propositions to reform the organizational patterns of brazilian health care services, their plannig and managerial methods, and professional daily actions, are presented.
