RESUMO

This dissertation has as main objective a proposal of simplified model of ecoefficient measures for implementation of environmental management Program, structured in the form of a code of conduct of good corporate governance practices for sustainability of small power plants sucroalcooleiras, so you can reduce deployment timelines, environmental certification, based on continuous improvement model and actions for sustainability. Thus, the environmental management Programme is of great relevance in sucroalcooleiras plants, represent a significant rationalisation in the productive processes, adding value with more product quality and economy of natural resources, aiming for common interests, in addition to giving emphasis on cost reduction and environmental risk extinction, minimizing the generation of possible litigation and environmental liabilities. Having as goals presentation of fundamentals of ecoefficiency as a tool of environmental management, describe the use of good practices in ecoenvironmental management program for sustainability of small power plants sucroalcooleiras, demonstrate the steps in the deployment of simplified model ecoefficient an environmental management Program for small power plants sucroalcooleiras. The methodology applied in the construction of this model was through a participatory, exploratory research that occurred over the course of 5 (five) years, to the clarification of the real situation on the environmental management programme, the researcher became active element of this survey, as participatory agent, to support a case study research is supported on the spot (search field), to conceptualize, know the environment and their desired results obtained in technical this field to configure the search. Which have been used a number of procedures, with the scientific applications of note, description, comparison, analysis and synthesis. Concluding that for the success of this simplified model of deployment measures, that the code of conduct is the key to the integration of the environmental management Program within the environmental management system, based on the premise of continuous improvement, linking the integrated management of the productive processes of the plant and monitoring of environmental performance. By doing so, the application of ecoefficiency and, consecutively, the fall of the deadline for environmental certification, where proposes be created a schedule for the deployment program, through two stages, the first stage an activity of environmental diagnosis, fully coordinated by an internal Committee on the environment CIMA, and in the second stage, the awareness of environmental policy as a statement of principles and good practices of the plant. However, after the above process, applies the simplified model of deployment measures of environmental management Program, and with the mechanisms based on the code of conduct, creating procedures to meet the 15 stages of code, that glimpse the defining principles of SGA, their common basis more uniform and guaranteeing the correct performance of the environmental management at the plant.
