RESUMO

Several are the attempts of the government, through policies and incentives, to make viable more favorable conditions of credit access for micro and small companies. However, in practice, these attempts have been detained, on one hand, by the insecurity of the financial institutions in granting loans to micro and small companies because of high transaction costs involved and the asymmetry of information; and, on the other hand, because of the precarious condition of micro and small companies concerning the warranties offered to those institutions. Hence, the goal of the this study is to identify the standstill situation of micro and small companies, on banking credit operations, as well as verify the potentialities of the territorial atmosphere built in the Local Productive Arrangement of Tourism in Bonito/Serra da Bodoquena characterized by the associativism and the governance that make possible the minimization of transaction costs, and, with that, enhance the conditions for the development of that territory. From an integrated systemic approach, we sought to understand the potentialities of the arrangement as a reducer element of information asymmetry and transaction costs, making possible a larger access for micro and small companies of the arrangement to the credit. The research methods used were of exploratory character, assisted by a bibliographical revision. Field research, for data collection, was of quali-quantitative nature. Questionnaires and interviews were used as instruments and, after being organized and systematized, they were analyzed and correlated with the theories that served as base for this study. The results of these analyses show the dissonance between the rules used by credit agents, particularly those linked to a patrimonialist and individualized vision of the borrower, and the business reality of Bonitos Productive Local Arrangement, including its needs and specificities. Moreover, the associations there, can be set as a mediation instrument between banks and businessmen in search of greater rules harmonization, the type and form of credit operationalization, minimizing risks on both sides.
