RESUMO

The objective of his dissertation is to analyze the characteristics of teaching. At State University of Mato Grosso do Sul at night. And its relation with the public politics of superior education in Brazil. The objectives consists in: a) to investigate what the public politics has established for the superior teaching education at night after 1990s. b) to verify in what level the State University of Mato Grosso do Sul, as a State University, follows the same politics of the other Brazilian State University, specially of the East region. c) to investigate the characteristics of the nocturnal courses offered by the State University of Mato Grosso do Sul. The technical and methodological procedures consisted in: a) to review bibliography about the theme; b) to analyze the documents: 1988s Federal Constitution; LDB 9394/96 PNE/2001 c) statutes, plans of institutional development and internal regiment of the East state institution ; d) plans of institutional development; report of the internal institutional evaluation of the UEMSs nocturnal courses, located in the campus of Dourados. As a previous result we infer that the nocturnal period is emphasized in federal government programs, as a mean of expanding the vacancies and access to superior education education, yet, none of state universities of the East include in their regiments and statutes specific programs that guarantee the stay of student-worker in the nocturnal period. We can conclude, at first, that the UEMS, like the state universities of East, execute their role in assisting a contingent of youngsters that are excluded of the universities seats. However, for these universities execute their social role through undissociable among teaching, research and extension are necessary a politics that strengthens them from the point of view of their autonomy and public financial
