RESUMO

The Public Policy Evaluation of the Higher Education - The National Higher Education Evaluation Policy (SINAES) constituted the subject and the problematic searched in this work. It guides the object of study, the question of the construction of the institutional evaluation, in the dimension of the internal evaluation, in the state public university. The contemporary scene of the evaluation policy points out and contextualizes the thematic studied. Was searched the meaning of the institutional evaluation, its position in the set of the public policy of national and international evaluation, having in mind to characterize the State Appraiser in Brazil. Was studied the SINAES in the dimension of national policy evaluation of the higher education, rescuing its historical trajectory, its legal bases and its ways to operate in the public university. The discussion of the public policy evaluation of the higher education, the SINAES, had for objectives: 1-examine as comes being constructed the internal evaluation in a state public university, with a several campus, in Bahia, the University of the State of the Bahia - UNEB, from documentary sources and of the voices of the members of the Proper Commission of Evaluation (PCE), the Sector Commissions of Evaluation (SCE) and the Managers of the administration of this university; 2- analyze what the Managers of the higher administration of the UNEB, members of the Proper and of the Sector Commissions of Evaluation say about the relation enters the process of institutional internal evaluation under the referential landmark of the SINAES and the construction of an evaluation culture in the university. The research, a case, was developed in the Campus I the University of the State of the Bahia - UNEB, in the city of Salvador, between the second semester of 2007 and first one of 2008. We made an option for a reflexive qualitative approaching, with the appropriation of the participant comment at some moments of the investigations work, to arrive at the understanding of the relations, visions and judgments of the diverse citizens interviewed about the process of internal evaluation of which they participate. The instrument of collection of data used was the interview half - structuralized. About the form of the narration the results, the choice was the analysis of the speech. The organization of the data, its analysis, understanding and interpretation, had happened from listening and registers of the voices of the citizens of the research, searching the meaning constructed in the process of interlocution of each one, on the relations/situations unleashed in the stages to think, to plan and to execute the institutional internal evaluation. To calculate the process of construction the internal evaluation of the UNEB, considering the SINAES, was categorized five thematic: evaluation, meanings and senses that the members of the PCE, SCE and Managers loan to the current process of internal evaluation in which one they are involved; as these citizens define the participation of the university segments in this process of evaluation and the agreement that they have on the same; what they say on the consolidation of an institutional culture evaluation and the existence of possible changes in the university at this moment of the evaluations process. Was approached the question of the communication, the importance of the spreading the results of the evaluation, the forms to arrange the information produced in the evaluations process for the academic community, and the probable use of these results. The management of the process of internal evaluation in the UNEB, considering its nature with a several campus was a thematic only examined with the Coordinator and Vice Coordinator of the PCE. With the Managers, were searched the implications of the internal evaluations process in its respective areas of performance and with all the interviewed ones we inquire after the commitments and benefits of the evaluation for the university.
